Why can't I unlock Island Expeditions?

I skipped basically all of BfA and finally had time to go back and unlock all the stuff I missed but none of the Island Expedition stuff is there for me across multiple characters? Flynn never shows up on the boat and I never get the quest Azerite Advantage. Any idea what to do or is this content just gone for me?

Try this: My level 50 DH can’t queue for Solo Islands - Flynn isn’t there by the table - Community / General Discussion - World of Warcraft Forums (blizzard.com)

And make sure you also have the Heath of Azeroth.

I’ve tried that and on both a horde and alliance character the quest doesn’t pop up at all and seems to have been bugged for quite a while according to a wowhead comment.
