I can see the weekly timewarp, but I cant see the quest for the new cartel chip.
Where are you looking for the quest?
The Turbo Boost event is now live on NA servers, and you can pick up the
Puzzling Cartel Chip quest by the bank building in Dornogal!

Not trolling strictly against the rules just like ingame its not allowed on the forums leave it up at ur own risk.

Then you will need to put in a Bug Report if the quest is not showing for you.
Not worried, just offering advice to help you avoid having a Forum penalty applied.

You do not appear to have the achievements for completing the leveling campaign, which is required to unlock most of the end-game (including this event it would seem).
