Yup, it’s just an inconvenience dependent on free time people have. But we will survive. 
It wasn’t for a while but it got really bad and Blizz implemented the change.

Because gold sellers would use stolen credit cards to buy a boost, run old content for gold and AH items and transfer that stuff to another account before the charges were reversed and the character locked.
Blame the gold sellers for these restrictions and the idiots who buy from them.
After 24 hours you can do any of the old content.

If you go to https://us.shop.battle.net/en-us/product/world-of-warcraft-service-level-120-character-boost It clearly states: Boosted characters are unable to enter dungeons and raids from previous expansions for 24 hours.

I can see why they would keep a 24 hour limit, just to prevent people from buying a boosted toon and immediately bypassing the normal lockouts.
It is like a 24 or 48 hour wait. That is all.
Guess blizzard needs to learn how to make inactive threads close.
