Lore reason? There’s none, both can use them.
In-game reason? Water Elemental is an iconic Mage spell from back to the RTS games. Not giving it to them would be a crime.
Lore reason for mages using them:
The Kirin Tor classifies this spell under Conjuration, the study of magically creating creatures and objects. This art was born when a few daring wizards attempted to summon water without remembering the glass. Water elementals are a wizard’s best friend. A summoned elemental is a formidable ally in combat, a great listener, and they even taste great!
The reason why they chose water, according to the WC Humans vs Orcs manual is because it’s the opposite of Fire, the favored element of the Orcs.
I think it could be seen as more of a construct as well, given that mages aren’t attuned to the elements.
They may not ask directly to the Elements, but they use the Arcane to manipulate them at will.
The same way they use Water, Frost or Fire through the Arcane.
They’re not just constructs, since the gigantic wave Jaina created when she was about to wipe Orgrimmar off Azeroth spoke to Thrall and asked for help, they’re elementals through and thorough.

I thought that mages used arcane power to simply ‘order’ them to reflect the elements albeit bolstered by said arcane power but I could be saying the same thing with that.

I am gonna start shouting at every mage I see “FIRE AND FROST SPECS ARE NON CANON! ONLY ARCANE IS CANON! ONLY SHAMANS CONTROLS THE ELEMENTS!”
