If you can only pick one item out of the possible nine slots. It kind of promotes only doing one thing for the entire week. Why bother spending a couple hours on dungeons, raids, and pvp when you can spend a third of that time doing one?
At the least they should make it so that you can pick one item per row, as to not make it feel like two thirds of the time spent wasn’t pointless (and there’s the real possibility that you got nothing of worth from the dungeons and raids done in that week, making it sting even more).

the vault is suppose to be a bonus, rather than something you work on
like having a bad luck streak is broken by the vault being guaranteed to give you a item
Weird take, but let’s roll with it. The entire reason the vault exists is for bad luck protection and giving people a little extra incentive for doing content if they need it. Let’s use raid for an example. i got 6 bosses done, so i have 3 chances to pick gear wise.
I also do enough M+ for 3 other pieces to choose from. Out of those 6 pieces there is bound to be a bis piece or at least something close to bis to choose. For me this week, it was my tier shoulders for my T2 set bonus. Now if i wanted to purely pick an item based on Ilevel i would have gone with my M+ picks, but to me the tier set bonus was better.
Might i add its not useless to only pick 1 item because out of 8 key runs i obtained 3 or 4 pieces of gear (rng may very) but again that’s why the vault exists.
Should be noted that if you pvp then you would want the pvp gear at the bottom. Over raid gear if that’s your thing. It makes perfect sense if you think about it longer than 5 seconds.
