Looking back at it it’s easy to see why BFA felt so bad when you look at how much we lost from Legion going into BFA.
Legendaries gone. Tier sets gone. Order Halls gone. Artifact Weapons gone.
Replaced by Island Expeditions that people ended up resenting for its artifact grind. Warfronts that were cool the first time and quickly lost their appeal, and Azerite armor a failed replacement to tier sets.
Which were all lost as we went into SL.

I don’t think they intended for us to “lose” them. They spent a lot of time on that content. But players complained about the content being “forced” or too hard. And they tried to respond to those complaints and things were pruned in the process.

Tier removal was a big L.
Class identify that we had in Legion on top of cool sets all wipped out.
The loss of weapons was odd, they get drained and we refill them back up to me works just like the neck we got. So odd choice there.
Islands were good at the start but a solo que option should have been implemented at a later patch.
