I first played WOW when The Burning Crusade retail was released. There were a lot more innkeepers and repair locations back then. I would think that TBC Classic would have the same numbers but no, why do something simple like that.

your rememering wrong, they got alot of extra inn keepers, repairs, and even flight masters in Cata

Nethergard Keep had an innkeeper. Western Plagueland also had an innkeeper.
I remember there being an innkeeper in just about every zone.
