I always thought the zombie plague should have extended to all races… hence, if you choose undead, you should be to choose any race as undead. Their leader is an elf and technically, aren’t dk’s undead? Just seems to me it should’ve worked that way… undead orc or dwarf would be pretty cool.
Because the Scourge only attacked Lordaeron and Quel’thalas in WC3.
Doesn’t Lordaeron encompass a few other races than human? wildhammer? or in WC3 there were only human? Serious question… no clue here as to lore.

In WC3 they were the dominant human kingdom in the north half of EK.
Do you mean the playable Undead? Their home is the Undercity which was Lordaeron and back then Sylvanas was possessing a Night Elf.
Similar situation as to why Worgen aren’t Night Elves since the players come from Gilneas.
edit: Besides the reasons I offered, it will be difficult to push so many other races away from the alliance or their own people that feels and looks disgusting just like the Darkshore Dark Rangers.
There’s a lore basis like people have highlighted, but there’s no reason lore couldn’t be updated in a similar fashion for DKs with Bolvar. Just a question of if Blizzard ever decides to do it or not.
So the answer is because of existing lore and no new lore being created to justify other races being incorporated.
Since Maldraxxas exist, and Blizz did hand out the Undead Ranger skin to nearly every playable elf race, shoe horn in some Necromancers as to why every race can have an Undead look. But of course save the glowing blue eyes for DKs and red for the Undead Elves.
Maybe give everyone else orange glowing eyes.
I mean… death knights exist.
Technically elves with that new customisation are also undead.
There are, of course, undead of all races, BUT by far the majority are humans and elves since they were the two kingdoms to be scourged.
Even something like eating wildlife that was tainted by the scourge was enough to infect the Amani of Plaguelands. There are other examples as well.
I thought they were just regular elves that became dependent on the magic of Hot Topic.
It used to be lore reasons… im not sure if that is the case anymore with retcons. Basically the forsaken are a special group of undead raised by frostmourne and broke free after the lich king was weakening.
Most undead are soulless constructs but for whatever reason they are not.
it still is the case as far as the sylvanas book was concerned. After she broke free from the Lich Kings control she started freeing others, mostly from Lordaeron because thats where Nathanos was when the lich king raised the city. The group she frees were named the forsaken by her.
Im sure there were some other stragglers in Lordaeron at the time, but since it was a human city, Blizz just made all the Forsaken Human.
There is some more lore from the zone quest in silverpine forest that talks about the valkyr only being able to raise humans. So I think that was a ret con added later to explain why all forsaken are human.
I’m almost positive that any undead that find out they were once an elf commits suicide. Sometimes again.
Because the Forsaken were half done and then never finished as that would require work giving them undead Elf models.
