Weren't the highborne just the elite of ancient nelf society? Why is there a seemingly endless amount of naga on Azeroth?
Maybe they lay eggs now, so instead of one or two babies at a time, they have one or two thousand.
A) The Empire back in the day was extremely vast and populated, so even the upper class alone would likely be a huge number.
B) The Naga hatchery (and adorable baby Naga) teased for the Azshara raid in 8.2 tells us that, like most biological lifeforms, Naga can reproduce.
C) It's entirely possible that it wasn't solely Highborne that were turned.

On another note, are they born evil/corrupted (like the black dragons were) or not?
Given that they're machinations of N'Zoth, I'd possibly wager that they are. But I theorize that if they spend enough time away from Azeroth - cases like Vashj or S'theno - the whispers cease. The only reason the Lowborne were Lowborne was because they lacked unusual strength, intelligence and wealth when the Highborne came into existence.
In otherwords the Lowborne were what was left over which as clearly seen was not very much: The Lowborne eventually provided their own Elites in the form of the Moon Guard and Priestesses of Elune.
The majority of Night Elves clearly were the Highborne.

It's also worth noting that no one ever really invades the Naga homeland or anything. So, Naga never really suffer any losses other than whatever military units they send out for an expedition.

There was a naga hatchery in the goblin starting zone too.

They have been doing snakes babies for 10k years
You see when a daddy naga and a mommy naga love each other alot for 10k + years.......
They breed now. They lay eggs. On the Bilgewater starting area "The Lost Isles" you actually have a quest to kidnap a group of wee-baby naga from their parents; presumably to sell for profit at a later time.
Another topic of debate; is there a difference between Naga who were turned by N'Zoth, and those who were born Naga? Were it possible to turn a Naga back into a Night Elf - like the satyr in Ashenvale - could you turn a born Naga back the same way?

as another poster said, we have never actually hit one of their "town/city" centers. We have only ever killed some of their scouting and military forces. Combined with their likely faster breeding and longer life spans, the losses they have suffered are completely nominal. It is entirely possible that their are more naga than every other race combined living under the sea.

My memory on the novelized version of this event is hazy - somebody who's recently read War of the Ancients, what was the scale of the events depicted in Warbringers: Azshara?
