Some of the places are labeled as “PvP Area” when you enter them. Explicitly labeling some areas as “PVP Area” would imply the existence of non-PVP areas but AFAIK the entire Plunderstorm zone is PVP. So why the unnecessary and redundant “PVP Area” designations? Not really a big deal; it just seemed odd.
This game runs on spaghetti code older than some players are. I would not be surprised if its some relic of said spaghetti code, and removing it would have disastrous effects on the timeline.

The Red zones are more dense with rares and treasures with Green being less dense.
More dense areas will likely have more players in them (unless everyone goes green etc) it’s a bit of a mind game.
A lot of PKs are targeting the green zones to gank newbies. It was a terrible change by Blizzard and increases the toxicity of this game mode.
If they want to label a zone as “pve” then they must disable pvp there and let us level up freely without PK´s in the area.
Until newbies go red, then they go red and the mind games commence.
