From what I noticed in their “Known bug List” It could be a variety of reasons and they have nailed down those loose glitches and bugs and are forcing a update to make sure it works.
Just my guess though.

because the patch performance is terrible. I’m getting 9 FPS in Oribos w/ no addons

I haven’t played this game in forever but I did uldaman and gained 5 levels in one dungeon. That’s pretty fast.

Certain talents aren’t working.
Certain items aren’t working.

Haven’t had it that bad, but have noticed more FPS and lag the past day.
Just took it to be regular patchday hiccups though.

Chromie will go to 60, but I think you have to wait until DF launches.
