They aren’t. It’s all feathers. You ever seen a plucked owl? They have tiny little bodies and really long legs. They are like 80% feathers.

Zandalari say hi. “Normal” moonkin are based on the D&D Owlbear, basically a bear body with an owl’s face and a few features. It wasn’t particularly magical in D&D like in this game, but that’s why it looks the way it does.
