I’m leveling an alt and decided to do herbs and mining. Currently this alt is around lvl 30. I go to Elwynn because it’s a 1-10 zone and I can level herbs and mining quicker if I don’t aggro stuff but then I notice every mob is my same level. Is this normal? If so, when did it change?
It changed when they added Chromie Time back in Shadowlands

Technically zone scaling has been here since like Legion it was just on a limited level. Where you been, OP?
The level cap for old world zones is now uniformly 35 unless they were added in Cata.
Most expansions without chromie time cap around 50 iirc? Chromie time will make every single zone scale to 70.
True, it just wasn’t enabled for leveling outside of the Broken Isles at that time. That came with Chromie Time.

broken isles is capped at 45 outside of chromie time
All previous expansion zone mobs scale to level 70 so you can level wherever you want up until it comes time to head to the Isle of Dorn.

Scaling sucks and it leads to utter stupidity at times, such as what you are going through in that forest.

Elwynn is 1-30, iirc. Check your world map, mouse over the zones. They tell you the level range.
Chromie time. In present time they scale to 30. So you have to be in Cataclysm time for them to shrink.
I kinda feel it now that I’m playing classic a lot.
Despite coming to retail first… I’m finding it feels natural to level past stuff.
Then again I presume they must have done it after popular support.
