I never noticed it broken myself then again I never get any cold icy foods from McDonalds aside from Milkshakes and I haven’t had any of them for years(on the grounds that Orange and Peach Milkshakes aren’t available last I looked)!

Without even watching the video I bet the answer is the employees are too lazy to clean it.
Not even close. Planned obsolescence and incentivized poor design by Taylor (the manufacturer who has an exclusive sales AND service contract with franchisees).

Going by the video it looks like the company that makes the ice cream machines purposely brick them. And they’ve made the little monitor thingy on it so hard to understand that the store has no choice but to call the manufacturer to come and fix it.
And all McDonald’s stores in the USA have to buy the same machine. It’s in the contract when buying a store. So it looks like the higher ups at Maccas have some deal going with Taylor, the ice cream machine makers.
i don’t know in my country we only have Burger King. 
That happens when a hamburger stand near the seat of government is cheaper and more delicious, especially its mayonnaise, than a well-known hamburger industry with more than 50 years of life.
They aren’t broken, they are stupidly hard to clean and are usually shut down an hour or more prior to closing. When someone comes in after they’ve been broke down to clean the excuse given is that they’re broken because it’s easier than explaining why staff won’t put the machine back together for one ice cream cone.

But that’s not because President Evo has stated, the problem is that a common citizen prefers the taste of a hamburger from the streets apart from that there are 2 places that if you ever visit LaPaz are the best in hamburgers, I will make him 10 times more. competition from what McDonalds would survive.
And that’s why we only have Burger King.
Ah, Bolivia. I’m surprised we have some players from there. I know we have Latin American servers but I’m used to Chile, Argentina, and Brazil.
