Good question but it’s not all of them. Fizzlebang’s sister is extremely competent in the Warlock craft. She just gets a bad name because of her brother. She’s even a member of the Black Council.
The smaller races are mostly for comedic relief, and always have been since the beginning of Warcraft.
Just look at Goblin sapper units from the early games, and how eager they are just to scream in squeaky voices and create the largest explosions. Hell, most of the goblin units honestly.
Gnomes aren’t much different, just less money-motivated.
There are plenty of competent Gnome Warlocks, you just probably don’t remember them because they didn’t do anything funny or die in a hilarious way.
Hearthstone has a pretty cool Gnome Warlock character, Nemsy Necrofizzle.
And as was mentioned earlier, the Fizzlebang couple of Gnomes are extremely dangerous and have avoided death at every turn, actually making deals with death itself (Da Other Side) to stay afloat, which is also pretty funny.
