The formula I am using is:
t = (m * p) / d
t = minutes required per appeal
d = deaths
m = minutes available for work
p = how many people are working
Nobody is going to work 24/7/365, and outsourcing this may not be something they are willing to do. How about 8/7/365 and 15 minutes to fully review the appeal and action the account?
It would require 2065 people dedicated to nothing other than watching appeal videos and actioning accounts.
Assuming $30/hour wage, $14,868,000 per month would be required to implement an appeal process.
Okay okay hold up, but not everyone is going to appeal right? Let’s assume only 25% of people ever appeal, we’ll call it 500k deaths for ease.
520 people, or $3,744,000 per month.

More cost-effective to just add some sort of DC-protection.
A simpler equation might be:
Number of actual Blizzard employees paid to manually review your appeal = 0
So for those of you who come up with new and original takes on the appeal system, remember the man actualling looking at your unique situation does not exist.
I am yet to read any DC protection that couldn’t be exploited, but if there is one or people wish to discuss that then I have no problem.
Please though, can everyone just shut up about appeals? It’s literally NEVER going to happen.

I like your formula, but there’s another way we could solve this problem:
Charge for appeals, and automate the answers to have a random chance with a probability of 0.001-ish, so that some appeals will be approved.
Bam! What a great system for making free money.
That depends on whether they consider the popularity of their game or not.
If HC is to survive as a gamemode, people need to play it.
A dead game makes them no money, and is therefore not as cost-effective as having players.
Good. The idea of appeals make me sick to the stomach. Id rather go agane 1000 times than get a char appealed.
Enough people will play to make them profitable.

You could set a threshold to like level 30 or so to avoid wasting time on low level. That would make your equation work.
Assuming only 5% of people made it above 30, that would still require close to $750,000 per month. Not sure what you consider “making the equation work”.
Blizzard already provided a solution for everyone who is upset that they died. It’s called the free character transfer. Once you realize that you truly aren’t HC, instead of ranting on how unfair the world is, simply transfer your characters to your new server, and begin your journey where you are no longer limited by the HC ruleset which prevents you from rezing anytime you want, and where you don’t have to be bound by that pesky one life no appeal rule anymore.
