It was but the primary purpose of the change was because Alliance Paladins were essentially objectively worse by comparison to Horde Paladins because of one spell that, in hindsight, they believe they shouldn’t have relegated to only 1 of the 2 factions. Especially given the state of faction balance in TBCC.
This still has nothing to do with the merits of adding dual spec.
Adding dual spec doesn’t equalize any two people, or equalize any two factions’ experience. I’d argue that Seal of Martyr is actually a very poor mascot for the “but we’ve already had changes” argument (which is already a flawed argument in and of itself). HvH also falls within the category of being a balancing change, as does drums.
Dual spec is not a balance change. It is a pure and simple convenience change and those will always be unwelcome when the entire point for a lot us in going back to play Classic is to shed those conveniences gained in later versions of WoW.
