Why after i import some weakauras they are under the 'not loaded'?

i imported Enemy buffs and CC on healer (arenas) but they are in the not loaded, does that means they will never actually turn on? is there something extra that i need to do beside importing the string?

The WA probably has certain conditions it loads in. For example, none of my hunter/warrior/rogue WAs will load when I log on my lock because they only load for their class.
