i tried for about an hour and spend over 15k gold to buy enchants and no enchants are triggered by evoker spells. Tried heal and dps with shopic devotion , earthen writ , dreamer devotion , burning writ and never seen a single proic. But when i just melee the dummie i get tons of procs.
Target dummies have always had issues that sometimes cause them to not proc everything correctly. I can personally confirm however that all evoker spells proc DF weapon enchants without issue in normal play.
