Really not understanding why the ‘Scarlet Uniform’ was designed around being ‘armor pieces’ and not a trinket. Similar to the Caer Darrow trinket (Spectral Essence), which allows you to interact with the area’s denizens.
I would have done it as a quest chain that ended with you getting a trinket that when equipped would give you the “Scarlet Appearance”.
I would have kept the Scarlet Uniform gear as a means for alts to ‘catch up’, with a Set Bonus equivalent to the Emerald Warden’s bonus (scaled up to lvl 60). - Probably would have removed the Righteous Orb requirement on the materials needed.
…Might have even kept the ‘Scarlet Uniform’ tag and made it so the crafted gear would allow you to skip the Trinket quest.
Now, as for the Tier Pieces, since the Uniform pieces are used. I would have had it be 3 Righteous Orbs and combined with a Chalice to form the token for the exchange.
Overall, I just do not like being ‘made weaker’ just do do the new content. I go from R14 gear to this blue gear that isn’t even itemized for my DPS Spec (shockadin because Ret is boring after 6 years). It’s not even that good for my main spec of Prot.
…then I think about the Shamans who went Elemental/Resto. They’re basically forced to respec Enhance because that’s all the Mail set supports.
…or the Druids that went Boomkin/Resto. Again, the only spec their ‘Scarlet Uniform’ supports is Feral.
A trinket for the mains would have been a way better option, with the crafted gear being for alts.
