I work for a ISP, even with critical maintenance we dont take everything offline for that long. This is something they use to do 15 years ago.
If you read the article 8 hours is just an estimate.
They give a long down time just to play it safe . They could be up in half that time or less or maybe go over a bit .
Most likely they will be up sooner then the time stated.

That I understand but we aren’t talking about 1 server room as ALL servers across the US are going down.
