To use of druidic magic make you not a druid. They developed under the circle the skills nessecary to be fully druids
It really depends on how much the plot is pushed for them, like when Khadgar fought Gul’dan in the Legion short story a while ago. Both were pretty much even, but then Gul’dan got his Pi buff from kil’jaeden and started pushing khadgar back. The plot went in favor for Gul’dan.
So, for example at their best Go’el vs Malfurion would basically come down to how much nature for malfurion and how much the elementals for Go’el would aid either side. Although, from what we tend to see from WoW story with the elements for shamans they tend to be stingy whereas nature’s forces for druids just come in the moment you ask.

Both are exceptional people in their culture so it comes down to individual cases.

And I’m playing through BFA content on him as I never finished Kul Tiras and really want to unlock Kul Tirans. Because one of their Druids being RP’ed as just a chaotic evil, something wicked this way comes, old school hag sounds like a lot of fun…
But much as I love Kul Tiras I really have zero clue what tf you’d do with the Gilneans now. Kul Tirans do all the cool stuff with anglo fantasy already.
The Gilneas have the aesthetics of Victorian England. But without industrialization, brutal crime & punishment, serial killers stalking gas lit streets, child labor and poverty aspects you’re stuck with just cloaks and tophats.
It’s why blizz should’ve leaned heavily into the Celtic aspects of Druidism and the worgen. Everyone loves a good werewolf fantasy and they had the perfect recipe right in the palm of their hands. All they had to do was just run with it from Silverpine on.

I think the Human sacrifice part is a bit of a nonstarter.
It would depend on the location. If the shaman has a good relation with the elements and spirits of the fighting area, the shaman has the edge. The longer a shaman stays in a place and attunes to the local elementals, the stronger they’ll be in a fight. Druids have similar but are able to move more freely and retain much of their power.
If you plunked them both in a new location with no prep from either, the druid would win. Toss them in a locale that the shaman is familiar with and the shammy would likely win out.
Druids: Complete mastery/slavery over nature. They require no permission. They command, and nature obeys without complaint. Can cast storms and tornadoes, which aren’t nature magic, but elemental magic.
Shamans: Said by multiple sources to be false magic. Require permission every time outside of slavery, slavers of elements are outcast of the Horde (but not the Alliance via Dark Irons).
