Who is Watcher Havros?

There is an NPC outside of Perdition Hold in the Maw called Watcher Havros. You can click on him and he moves from a slumped position to a standing position but it doesn’t appear to do anything else. Is he part of a quest or some future story line?

He’s been a mystery since the expansion started. There’s literally no info on him.
