Most of those other characters ended up as they were through the machinations of others.
Though in terms of actual harm done, Sargeras ranks significantly higher.

As for me:
I’d say Guldan or the Jailer, because he offered torment after death.
player adventurer, because we murdered thousand if not millions more just for stuff like armor upgrades or some coins

The draenei fled their homeworld just to go to a more primitive races world, the orcs, and use their advanced knowledge over science to take the highground the orcs could have used to defend themselves against much greater threats found on the planet.
The draenei are pretty damn evil and completely negligent of other native species needs.

Probably Sargeras since he’s been leading a crusade of cosmic genocide for however long.
But it was to save people! He did what he had to for the good of the entire cosmos, and no one is grateful!
