Who came up with Void elves?

I always assumed she got the purple goop to validate void elves. But I don’t read the books so I don’t know if this was something in a story years ahead of in game VEs.

She already had the Void story. According to Blizzard, they came up with void elves because Alleria’s plot was popular internally.
