The original Warcraft strategy game was probably thought up in a meeting. They got together, decided a fantasy game was what they needed, then brainstormed. It wasnāt one singular person.

the game Warcraft orcs vs humans was created to be a Warhammer game, but they changed it.
IDK if it was him alone but since heās back on board maybe weāll start seeing good WoW content agian.
I have read that Blizzard couldnāt get a warhammer license so had to change it in order to release it.

I was going to say Gary Gygax, but that works too.
Also, thereās an undeniable influence from EverQuest that brought Jeff Kaplan and Alex Afrasiabi over to bring the concept to market, as well as other notable MMORPG players at the time.
Thereās a pretty big gap between Gygax and what WoW is, though. Gygax was all about storytelling and characters, and heaped a ton of scorn on āmonty haulā gaming, which is what WoW has become.
