Whiteman doesn’t have blue gems on the pvp vendor.
Other servers, such as sulfuras, do have the blue gems for 10k honor on the vendor.

I don’t think this has been made available for horde. They are available for alliance on Whitemane but the horde vendor does not have them.

Do you want to rewrite your first comment? My horde toons on sulfuras can buy them, but the ones on whitemane can not.
