We are the breaker of chains obviously(we break his chains in the Eternal Palace) so N’Zoth is likely whispering to someone else… Who are overhearing him talking to? I suspect Nathanos… He did walk through the water wall with Xal’atath…
I don’t see how N’Zoth telling someone that his liberator is coming with the Heart of Azeroth(and not in a tone that insinuates that the person he is talking to is the liberator) means that we are all going to die…
He is deliberately trying to ease someone into service to him and come closer and closer… It’s interesting how despite us hearing the Whispers of the Old Gods not all Whispers are in fact intended for us!
N’Zoth has only been proven to have whispered to us specifically when giving us the Dagger, when we are using the weapons in the fight against Uu’nat, when giving us his gift upon freeing Xal’atath and when we fought Aku’mai in Blackfathom Deeps.
N’Zoth’s other whispers may have been to someone else and we just heard them due to being close to N’Zoth’s body.
Yogg-Saron’s whispers in Whisper Gulch may have very well been intended for Loken…
Yes we are the breaker of chains and the tone he uses in that specific statement implies that whoever his words are intended for is being menacingly warned about the breaker of chains AKA us players.
