Whispering felflame crystal cannot accept quest

did my first TW random run, and got the quest item, but it won’t let me accept the quest for some reason

just keeps giving an error in the chat that says “you do not meet the requirements for this quest”
I’m on my lvl 70 Evoker
what about this quest do I not qualify for?

You need to be in Legion Dalaran to start the quest.

I don’t believe that to be true, but I can certainly try it

fixed for me now, but the gear from vendor is ilvl 164 on my lv 70 alt
