Doesn’t seem that the Whirling Surge Dragon Riding ability is useable anymore. I am talented into it over Lightning Surge but I am unable to drag it onto my bars.
My bars does have the Whirling Surge icon, but its Tooltip is “Choose Whirling Surg instead of Lightning Rush” and is not usable.
A macro to /cast Whirling Surge also does nothing.
Came here to post this. It works for me if I don’t use a macro for it though.

It was working for me today randomly.
I suspect you potentially have to relog after selecting Whirling Surge

Eh never mind. It stopped working again.
Same here. I’ve been using a macro to change whirling surge to a combat ability while on the ground. I swear it’s been working on and off, like the macro is randomly deciding whether to use the actual ability or the choice node.
What? It just changed while I was writing this! I didn’t reload or anything!

I just wanted to bump this thread again, as I just experienced Whirling Surge not working again. It stopped as soon as I took the portal from Org to Valdrakken.
This is the first time it’s stopped working in about a week.
It doesn’t work because the passive talent Whirling Surge has the same name, I have to open up the skyriding talent thingy and toggle whirling surge on and off to fix it every time I log in and at the start of every NO dung to fix it lol
If you search in the talent tree for “whirling surge” you can see both come up. That quest that gives you a temporary Dalaran Hearthstone with three charges will also get used over the regular toy in a macro for the same reason, they have the same name >_<
Apparently the workaround for the macro problem right now is to just not select Whirling Surge or Lightning Rush. Just go to that talent and right click it to clear it out.
I have my had my macro working for a while now without realizing I didn’t have either selected. May have to Reload UI after making the change too.
Once you switch the talent you might need to reload or relog to get the updated spell to show up in the spell book. Shocking that this bug has been around for so long without resolution. But then again…
Ran into this last night. Took my wife and me 10 minutes to figure it out. There are three icons you can find but only one is the actual ability.
Goto the Dragon Flight icon in the minimap, from there set the ability you want: In this case Whirling Surge.
Then goto spellbook → General.
There is a flying skill that you can expand out, I don’t have the game open. I don’t recall the name.
From that expandable list of skills you can add this to your bar and you’ll have your skill back.
That’s the Skyriding skill.
Thank you so much for the macro. I’ve set it up, and it’s working perfectly. 
To get it to work I had to dismount and then summon my mount again. It took me until this morning to figure it out.
To anyone seeing this after googling this is how I fixed
I was a timerunner and everything was greyed out.
I went to valdrakken, it all activated and its now working.
Looks like it might have been a character transfer issue? Not sure. But if you have this glitch try going to valdrakken
If anyone is still having an issue for [Flight Training 102] for the Campaign in Isle of Dorn, go back to Valdrakken, you’ll see the button for your skyriding tree, just select Whirling Surge.
