Is blizzard aware of this bug? It happens multiple times a day and has been happening for a while.
Oh they have to be, it’s been a bug since the start of BFA, we’ve mentioned it many times. It has to do with Haste or something.
This bug has become extremely annoying lately. I dont know why but its happened a lot this week specifically for me.

So this is actually been a bug since WDP was introduced. But it only happens with short term buffs that give large amounts of haste. It happened in Legion with the Bloodthirsty Instinct trinket and again in BfA with Fury of Xuen azerite trait.
Basically what happens is that the servers tracking of the cooldown status of FoF and RSK gets out of sync with what your action bars say. Which is why it looks like it should work but the game disagrees.
It’s something they’ve been trying to fix for over a year and actually had it fixed for about a week last spring before it broke again.

I have this problem too at times. Also happens with RSK. Says its available but can’t get it to go off even when I’m standing right on top of someone. Usually in arenas when this happens.
