I don’t know if this is a bug, newly missing player guidance, or I just don’t know where to look. With the change in Achievements, how do I determine which storylines in a zone my alt has not completed? Does that list exist anywhere per alt?

You can input your character into the wowhead quest tracker and select a zone to see which quests have not been completed on that character. It also shows storyline progress below the map.
Sometimes, quests will also show up on the zone map itself directing you to go to a particular area to quest. The general storyline progression may also show up in the quest log, but if you have multiple storylines and have outleveled the content, I’m not sure if it would always show. Be sure to enable low level quest tracking from the magnifying glass settings if your level is too high to see the quests.
I don’t see a way to show that anymore, which is dumb. Blizzard appears to not want people playing older content multiple times.
