Specifically Alliance Kill count. I think Sylvanas wins this by all metrics and therefore wins the title of best war chief.

Ohhh son, the best warchief isn’t about the about the most kill count, it’s about strong leadership and knowing WHEN to attack and when to advocate for peace to save ur own troops.
You’ll learn one day young orc, if u wish to learn more the zandalari have archives of every war and conflict on Azeroth.

But real thinking, could be even Thrall, with all his years as a Warchief since War3… I mean, even being a pacifist, the war against Ally vs Horde while he was a Warchief could gave him some kill counts.
Garrosh and Sylvanas sure got a huge kill streak, but they were kinda new as a Warchief. Maybe Thrall got more “kills” as a long term warchief.
Now if its about killing innocent people, then i say Sylvanas.

Yeah…curious to see what ashenvale is like when they finally get around to updating it 
Thrall hands down as all the kill count of the other warchiefs can be traced back to his orders and plans.
Maybe they’ll even increase the flight ceiling so you don’t scrape your head 10 feet from the ground.

Nah we literally conquered the content at one point so we couldn’t have lost every war. And we don’t just have archives of us we have archives of everything that’s happened on Azeroth. We be here since the beginning.
They’re releasing a book that’s Zekhan and Rexxar exploring Kalimdor and talking about the status of the zones.

Garrosh, why you ask? Cause according to all knowledgeable Mages, the Focusing Iris by enhancing the Manabomb would have made it omni-dimensional…tearing holes to all alternate universe versions of Theramore as well as decimating those too. depending on how many alt universe time lines WoW’s main universe has, this could mean a death toll anywhere from the hundreds to the billions if not more…
whichever Warchief led the Path of Glory in Hellfire Peninsula

Sylvanas much like Garosh is just following orders from the traitor of Azeroth Thrall. Thrall’s ego and need to be a saviour will come back out at the end of Shadowlands after his plan is fully in motion.
Probably be blackhand or doomhammer if your going strickly by kill count.
Sylvanas has to many casualties too.
If your counting BGs the title might go to thrall then, lots of killing in BGs and most of them were brought in during his reign as warchief so those deaths would go under his belt.

And Thrall is just a failure.
