My vote: Shadowlands and Legion. BFA as a runner up. I think these 2 expansions are the ones with the greatest transmog sets ever. Shadowlands had amazing covenant sets and variations. Many of the Torghast-themed stuff I like, such as the “death cage” backpacks, weapons from Sanctum raid, etc. Legion for the artifact skins alone + the class sets (depite being HD recolors of existing ones)

Legion, hands down. I’m very fond of some of the sets we got in Cataclysm though. BC warlock gear will always have a special place in my heart.

TBC had the best raid sets I think.
While SL had plenty of issues in other content areas, I personally feel that cosmetics (including transmogs) and other collectables was one area of gameplay that it did get right. There are tons of interesting and certainly unique designs to be collected out of it.

Edit: BUT since DF introduced the Trading Post, Time Rift mogs, and some really good tier sets…looks like we have a contender.

You know, I’m going to say, Dragonflight, for one reason only.
We’re starting to see, ‘Coats,’ as a style more and more. I like that.

WoD had soom cool sets also. That SC Warlock set is awsome.
I’d have to go with TBC.
Just the right amount of faff, intimidating yet classical.
As for general pieces, I prefer nilla.
Singular color pieces, without straps and stripes and over-embellishment.
