I’ve leave it up to you to define what you consider “best” to qualify. There are many ways to look at what could be considered the best. Themes, gameplay, story contributions, difficulty curve.
Side note. For as much flak as WOD gets, we have WOD thank for the Mythic+ system. They started a dungeon challenge system that lead to a refined system of Mythic+ because people loved it.

Hands down, BfA. The variation, modern design, unique elements, least annoyances etc. They had everything.

I agree. You can tell with some of bfas dungeons. Especially Operation Mechagon that they were really thinking the levels through carefully.

I like the base game dungeons the best, but for expansions, I’ll choose bfa dungeons.

Legion was my favorite overall expansion, but I think having Seat of the Triumverte at all automatically disqualifies it.
BFA is a strong contender for sure.
TBC holds a lot of nostalgia for me, but I don’t think they hold up. Same with Wrath.
This sounds crazy but I really enjoyed all of the DF dungeons, that may be my pick. I’m not rating TWW since I don’t feel I’ve had enough time with it, but I’ve enjoyed its dungeons for the most part. I’d say City of Threads has been the only one I’m “meh” on.

I have run all the dungeons up to and including Legion as a solo player.
And, as a group, I have enjoyed the Outland dungeons the most.
Northrend and Broken Isles dungeons are a toss up for second.
My favorite all time dungeon was the original Scholomance.
Pandaria has the only two dungeons I have actually hated, Stormstout Brewery and Shado-pan Monastery.
(And that didn’t change with remix.)

I doubt I’ll get much agreement but I loved the dungeons in WoD. A couple were a bit long, but they’re all unique and have a lot of character. And Grimrail Depot is one of the best dungeons ever, with Iron Docks being a close second just for the ongoing commentary. The only dungeon in WoD I actively dislike is the revamped UBRS and that’s because I had such fond memories of the original. Really though, save for perhaps Everbloom, not a bad dungeon in the entire list.

There are many things WOD didn’t do correctly. The dungeons wasn’t one of them.

I thought they had seperate catagories for classic?
Yes, but not each expansion. Classic is progressing through the expansion at not leaving behind expansion specific legacy servers. It’s progressed through to Cataclysm now and will be Mists of Pandaria soon.
Theres three more versions of classic. Season of Discovery, 20th Anniversary Servers and Hardcore.
I only played through WotLK and then quit until partway through last season, but I really like the dungeons that have been in the pool from both Shadowlands and BfA. The WotLK dungeons were great at the time and were a huge step up from BC or Vanilla, in my opinion.
TW dungeons are not a great indication of how the dungeons are intended to play, but I’m not a fan of the Cata or MoP dungeons.
