For me it would be WoD. The way you leveled in each Zone. Besides each zone having it’s own separate story that played a part in the overall story, the way that Zone Objectives were done and how much XP you got, to the fact you only had to kill a rare once to get the tranmog, toy, pet or mount it dropped, to the XP that treasures gave.
The map didn’t feel as cluttered with constantly spawning treasures, Rares that didn’t require multiple steps to summon, maybe just needing 4 other people to summon, Rares that didn’t require multiple kills to get everything they dropped or hoping for the one items they dropped and how many less quests there were in general till max level when daily quests opened up.
Sure some rares such as ones that dropped mounts had long spawns or had a chance to drop the item you need but those were the exception and not the rule. Feels like now how every rare drops 20+ items and wasn’t a guarantee and the screen is cluttered with icons and objectives.
Also maybe on the minority side of things but I prefer daily quests to the World Quests. I liked just going to one spot, getting them all, completing them and turning them in back at the one spot.
My second favorite leveling experience would probably be Wrath. Not just the story but same how each zone questing led to another zone till you finally hit Icecrown. Plus not having a plethora of un-needed quests. Feels like there are far more quests now a days than are actually needed, daily quests that focused on maxing Rep for a specific faction that you could stop once you hit Exalted, not really needing to farm rares as much and re-spawning treasures.

Legion lets you pick which order you go into. Some classes they give you a bodyguard early on with a few of them being taunting tanks like Broll Bearmantle and Chen Stormstout. Legion Assaults are pretty decent exp for most classes that can do them.

Mists of Pandaria for me. I loved almost everything about that expansion.

DF-TWW is the best leveling method for a character. The faster, the better.
Leveling is definitely WoD… WoD is top of the list.
Endgame content? WoD is bottom of the list.

The WoD endgame wasn’t as bad as people say.
The worst endgame was in Vanilla—there was literally no content.

I think it’s still WoD
Actually, now that I think about it the last few lowbie alts I leveled were using WoD timewalking from Chromie. I’ve just done it so many times that WoD leveling just feels “like autopilot” and “just going thru the motions” - if that makes sense
Also, no bugs/glitches in the WoD stuff - everything works as it should with no unwanted surprises (bugs/glitches)

I would say my favorite was wrath of the Lich King. Flying was released at the appropriate time. All of the zones were very well designed. And there was actually compelling stories to be told in each area. For me, I would have to say warlords of draenor was probably the worst.
BC and BFA are my favorite xpac zones to level in.
if your only purpose is numbers then I would say WoD is at the top. If fun is what you want then I’d say a toss up between Wrath and Legion.
WOD was the sheet. Idc what anyone says. I’m all about the orc lore too. Never too much for me, not to mention Guldan is the real MVP.
I thought TBC’s initial passage through the Dark Portal into Hellfire was Epic. Zangarmarsh was even better then onto Terrokar and Nagrand.
Wrath is right up there as well. Felt like we were going deeper and deeper into Northrend with LK taunting us.
I only have fond memories leveling in ungoro and nagrand when pvp was a pure experience.
WoD is the best for me. Its the one thing that expansion did right.
True, everyone just leveled up and then stood around waiting for Burning Crusade.
WoD for me was a really enjoyable leveling experience across the board. The quests, zone design, exp pacing. Even the relevance of older zones was still good and leveling wasnt completely optimized out of the games core loop.
Vanilla was the best levelling experience of the lot.
However, also really enjoyed Wrath levelling and choosing either Borean Tundra or Howling Fjord
