I have no idea what I need to prioritize when I have more then one enemy in front of me.
It is actually super simple. If talented into grabbing, many of your last row talents: Odyn’s Fury, Ravager, Thunderous Roar, and Spear all are aoe spells, but they have either 45 second or 1.5 min CDs. Other than that, as fury, your only aoe is whirlwind, but it sucks in terms of dmg. What you do instead is grab the two talents for Whirlwind that make it so your next 4 (need both talents) single target abilities also hit 4 nearby targets for 50% while the main target still takes 100% dmg. So the rotation tends to be Whirlwind, then hit 4 single target abilities (Tends to be Rampage, Execute, Raging/Crushing Blow) or if going the annihilator talent build (Tends to be Rampage, Execute, bloodthirst/bloodbath). Then repeat, WW, 4 single target, ww, 4 single target, etc. until only 1 target remains, then stop hitting ww.
Just checked your build and it is geared toward bosses (single target). The only change you need to make is drop Focus in Chaos and Fresh Meat, and then grab Improved Whirlwind, and Meat Cleaver

I can provide a few other notes on your talents (if yours are what your profile currently has) as well if you want to use them. These are more specific to M+ probably, but I mainly do that, though I am 7/8 H in the raid (Haven’t found the Raz loot worth the time )

I would drop intervene and pick up Spell Reflect instead. Intervene can be used well but it also honestly will probably either never get used or accidentally get you killed. You have enough movement just in leap, charge, and our overall move speed over other classes. Spell reflect on the other hand is a really good defensive with a short CD and solid % based reduction even without actually reflecting a spell onto a mob)

I would drop Barbaric Training as you never use slam and whirlwind does so little dmg that the dmg buff doesn’t really effect your overall dmg. Instead I would throw it into stormbolt for a really good single target stun that can stop most mobs from casting.

I would change Dancing Blades to Titanic Rage. There are two buffs that you need to keep up often, enrage and the WW cleave buff. This makes it so you get these automatically during your biggest burst moments as both your standalone Odyn’s Fury triggers it as well as your Avatar proced version. This just means you don’t need to waste time or setup with extra attacks like rampage or whirlwind to setup your aoe on packs for burst, and it has the nice extra dmg too.

The final one is maybe the most optional, you can drop Bitter Immunity and use it to pick up either Intimidating Shout or the extra health buff on Rallying Cry. Bitter Immunity is a nice failsafe, but it has way too long of a CD to be overly useful (3 min) and heals far less than our 25 sec CD heal. Intimidating Shout however can be used as a useful aoe Stop (interrupts even casts that interrupts don’t work on).
Have fun and GL. I find our rotation is a bit simpler than some specs but that just enables us to focus more on movement, positioning, interrupts, and stuns. Our dmg right now is really good for M+ except in sections that have way more targets than 5 (Like I mentioned our cleave is capped to 5 outside of our major CDs).

Ive been really enjoying the annihilator build with meat cleaver. It makes ww have a cooldown which matches almost perfectly with the 4 single target use abilities. So you end up just using ww on cooldown in any type of aoe.
