I deleted the classic quest, but it still wont show up.

Do you have the Blackrock depths raid timewalking quest?

Yes but I dropped it after reading that solution and the BT one still wont show up.

yes and changing characters, still nothing.

I dont see black temple as a timewalking raid. Just the TBC Dungeons

I tried it and it worked, maybe try taking the portal back to your home faction, then taking the portal back to shattrath?
