Every starting zone has the locals complaining of stormwinds armies not present. Stormwind quests themselves point to the army being away(obviously due to onyxia).
So where is the army. You never see them in any major capacity anywhere leveling.
The story either has them being forced to battle foreign enemies(possibly due to Onyxia) or Onyxia was purposefully keeping them in the capital so the outer provinces(and the rest of the Alliance) would remain in chaos/weaken.

That’s pretty much what the opening said plus with varian gone the kingdom had fallen in hard times too.

Gameplay limitation to the story. Again, I just assume all those forces sent to places like Arathi, Warsong, Alterac Valley etc had a good chunk of human soldiers and that we see the capital itself is well guarded.

Probably not concentrated in just one area. But spread out so thin that they can’t respond realistically to whatever problem they are facing in a given location and rectify it
Onyxia screwed with logistics so much so that any force is barely hanging on, and without reinforcements. All that questing you do throughout leveling? That IS the Alliance Army you’re helping out at the various quest hubs. They just only have whatever Officer is handing out quests, because what few forces they already had, have been wiped out by whatever you’re being sent to deal with.

this lore was cool though, its why we had militias in duskwood etc instead of guards. bring back people’s militia, way more interesting than 7th legion faceless whos

Militias were way more intriguing.
It’d be neat to see forces gathered from various militia, still with their titled faction of where they’re from; instead of like you said - ‘The 7th Legion Faceless whos’
