According to the short story, Elune was ensuring the people doomed to the flames felt no pain as they died.

Elune would have loved to help, but you reap what you sow, Nelves, and she can’t protect you from yourselves.

He got injured and she teleported him away. So the needs of the one outweighed the many (and yes, the tree wasn’t burning yet, but there was an enemy army knocking on their door and she just left to take care of a guy who’s one step away from godhood).
Yes, except you are leaving out the common sense logic that the tree was to be OCCUPIED, and thus getting Malfurion healed to assist in the retaking would be of higher priority than waging a losing battle that might incur retaliation to the city that would be occupied regardless.
IF it was known by Tyrande that the civilians unthinkably would be burned along with the tree, only a fool would believe that she wouldn’t have made a different choice.
Elune needed more reinforcements in the SL. It was easier to let her people die and go to the SL than to intervene to prevent their inevitable demise.
Maybe.
She made the Night Elves dying feel no pain. She doesn’t intervene with the world.
And I think Elune is one of the Firsts. Eonar goddess.
