Where to turn off XP

Where do i turn off XP in SW? I am leveling with my friend and pulled ahead 2 levels using full heritage armor.

In your capital city, there is an NPC that should do it for 10 gold, you have to be lower than level 60 for some reason.

Do you know where in SW this person is located?

Maybe around the PvP spot in the keep?

Stormwind Keep, go all the way to the main throne room, turn right and there’s a stealthed rogue.
