I thought he was outside the entrance but I cannot find him.
IIRC they made it such that you could only see the items on the vendor that you were qualified to purchase. Which is kind of dumb, if you asked me.

There is a rep vendor outside the actual Alterac Valley north of Southshore; it’s the night elf male. There is also a rep vendor inside the AV battleground, a dwarf located inside the South Dun Baldar Bunker.
