It was my understanding that many of the glyph recipes form legion were sold from there vendor in new Dalaran while others are drops, from obscure vendors, from reputation vendors, or from quest that are attached to legion inscription.
You can buy glyphs from the AH but they are a one time use AND spec specific per one use (so if you use Crimson Shell for Blood your Frost and Unholy AMS remain green). The price will also very depending on how common the pattern is and your servers economy.
If you wish to make the glyphs yourself you will need to do get inscription and level legion inscription for most of the glyphs patterns.
