Doing the main campaign in Shadowlands once is fine, but with every alt isn’t worth it. Shame, I wanted to work on my covenant renown. Guess ill wait for star field like everyone else and play that when it releases.
I recently made three alts for covenant purposes. The first one visited the SL at level 60 and was offered Threads of Fate. The second one, I visited SL at 50 and was not offered it. I’m going to try again when I hit 60 in a few minutes.
And I am confident I made all three alts after the date Threads of Fate was said to be going away, so I’m hoping it’s still in fact in the game, and simply requires level 60 minimum…
Edit: I hit 60 on that alt and went back to Oribos. If you head to the eastern side of the city and speak to Fatescribe Roh-tahl, he will offer Threads of Fate. I suspect you might need to be level 60 for this though. I’ll only be able to confirm when I level the third alt.
Threads of fate was disabled as a leveling path for any new characters who arrived in Oribos after the second Dragonflight prepatch. Any character that activated it prior can continue with it. Otherwise, you must reach level 60 to be able to activate it again.
It’s no longer available for leveling through Shadowlands, but it should be an option at 60 if you’ve unlocked it. Look for Fate Scribe Roh-Tahl. He has a couple of possible locations in Oribos, so if he’s not at the portal location, check the little platform at the opposite end of Oribos from the portals.

So for those who still want to make alts that can quickly join covenants for achievement purposes, just get them to 60 first. It doesn’t take long to hit 60 through BFA.
