Was told in front of stormkeep but didnt see him. Do you have to be a level 70?
Outside, to the left of the stairs entering Stormwind Keep is a Draenei NPC named Virtos, and she should have the quest (purple upside down triangle quest indicator). The quest is “Prophecy Stirs”.
Unfortunately, I’m not sure on whether or not you need to be level 70.
I just did the questline and I’m pretty sure the encounter will require level 70. It’s not that the enemies are difficult but they’re clearly scaled for a 70. That being said, there are a million peeps doing it today so if you can get the seed quest you can hide among the 70’s to get the kills in.
Otherwise you’ll just have to be satisfied with the Jewel of Hellfire until you hit 70

horde and alliance can get the quest also
go to the big castle plce inbetween the dwarven district and old town, go up the stairs to the left of the banner. there will be a lightfordged drenei with a questerino.
a LF gives the quest, even tho LF can’t use the customizations? That’s a burn.

ngl i’m not even sure why they made this a quest. It was just: oh some eredar want to be good guys again, but some want to be badguys still >:c

all goats look the same to me so it could have been a normal one or a light brite version.
I am level 70 but do not see the quest giver in either Horde or Alliance. Is there something else I am missing to get the quest?
