Where is the vendor who sells Town Portal scroll in Ashran?

Hi All,

On the Horde side, where is the vendor who sells Town Portal scroll in Ashran? I was told he was in the dungeon but I went there and check there was no one except a captain who stands in the entrance of the dungeon.
