You can’t? I thought that vender only showed up during a Time walking event.

Unless the vender in the caverns of time during the current 16th anniversary has them. Could check that out.

Yes, the vendor is only present during the week the Timewalking associated with it is active.
No timewalking for a while so it doesn’t impact launch.
They are only up during their respective events.
BC is in Shat, their is a glowy symbol guy on one of the ledges in the center of the city.
Wrath is in the center of Dalaran in front of the memorial.
Cata is in Stormwind and Orgrimmar but I can’t remember exactly where.
Mists is on the Timeless isle on the far side of the arena thing next to the Emperor.
Warlords is in Ashran, not sure exactly where.

It’s usually one week out of a month, but due to the expansion launching and the level squish, timewalking’s been delayed (with the Burning Crusade edition being cut until its next rotation). You can check the exact timeframes in-game via the calender, with each week’s event starting on tuesdays.
The anniversary event is over, so no more timewarped vendor in CoT.
