Where is the third Fractured Spark of Omens?

Last week, I collected two. I can’t find the third fractured spark though. I completed the worldsoul quest, but I don’t have anything.

Last week you only got 1 spark from a weekly.

You then turned that into the quest giver costing 1 and giving 2.

I got two last week. The turned into one Spark of Omens. It’s sitting in my bank. I can’t find a Fractured Spark this week though.

Having skipped DF, I was completely unaware of this mechanic, and just got lucky on my main. My alts were not so lucky, so they are behind.

I don’t want to miss this week on my main though.

This week’s is from the Archive quest to collect 100 whateverthey’recalled.

You get them from the weekly quest sitting outside the inn. First week was “do one of four tasks”, this week is “go talk to Dagran then do a couple heroics or whatever”.

You also get a free half spark each season from a non-repeatable quest.

If you missed a spark, you can get a catch up from raids/mythic dungeons when they come out.

Since it’s different every week apparently, who’s the NPC that gives the quest? Or is that different every week, too?

Forgive me, I’m not used to mobile game mechanics.

I got my spark fragment last week and this week from the PvP Quests.
