I joined this server to RP, and can’t seem to find any.

Most is in guild Rp and very little Open world or Walk up RP. Highly suggest you look for an RP guild.

Is the Zephyr Crew still running the tavern in Ratchet on Tuesday nights?

I believe they are, as far as I’m aware.
