Where is the PVP GEAR? Can't access Officer room without rank

Can someone direct me to the pvp gear so that we can test out the pvp gear please?

EDIT, I can’t even enter the room to buy the pvp… How are we supposed to test the pvp gear on PTR if we cant buy the gear???
